There was a wine seller whose wine was good and whose price reasonable. However, he had few customers. Puzzled, he asked his neighbor for advice.

"Your business is poor because you have a fierce dog," the neighbor said.

"But wine is wine, dog is dog. They have nothing to do with each other."

"You are wrong. Whenever a customer comes to your shop, your dog barks at him. The customer is scared and goes away. As long as you keep that dog, few dare to come to your shop and your wine will turn sour."

Guan Zhong, prime minister of Qi, used this fable to warn Duke Huan about bad men who were close to a ruler. They controlled the access to the ruler, kept him in the dark and kept good men away. The existence of such people put the country at risk.
